AIM ADQ-IR Compliant Solution for United Kingdom and Norway

Avinor, NATS, and Indra Avitech partnering for European Commission Regulation (EU) 73/2010 (ADQ-IR) compliant Aeronautical Information Management Solution

Global AIM Congress, Dubai, UAE, May 14, 2014

Avinor AS (the Air Navigation Service Provider and main airport owner and operator of Norway), NATS (the UK based air traffic management company) and Indra, through its subsidiary Avitech GmbH (a fully owned company of Indra) are pleased to announce the contract signature of the AURORA project.

AURORA is a joint procurement initiative of NATS and Avinor (as members of the Borealis Alliance) for a common Aeronautical Information Management System solution for both Norway and the United Kingdom.

The contract is based around the supply of the integrated Avitech Wiz@rd Suite of off the shelf commercially available software that is already in operational use around the world. The contract has been designed to allow future innovation to ensure that the base system is configurable and fully up to date with ICAO and EU requirements and recommendations. It was awarded after an extensive evaluation and selection process based on a single specification under the EU/EEA public procurement rules for the Utilities sector. The common call for tender enabled Avinor and NATS to save on procurement cost yet still enjoy the advantages of being able to individually configure their solutions to meet the local operational environment.

The system will be remotely hosted to provide a cost effective long term solution using a common shared set of Avitech server software that allows additional AIS Organisations and ANSPS, wherever they are located, to remotely use the system based on appropriate service level agreements. All Data Originators will be connected through a secure Web Portal application using the Avitech Aeronautical Exchange Layer AxL software which complies with the EU ATM SWIM Master Plan software architecture.

“Our joint procurement has already saved both Avinor and NATS, as members of the Borealis Alliance, considerable resource and capital investment – but that’s just the start,” said Andrew Sage, Head of NATS Information.

“From the beginnings of this project, we have aimed for a solution that can be readily expanded to meet the needs of other service providers as co-investors in this infrastructure. We therefore welcome other ANSPs – including others from within the Borealis Alliance – to come on board and benefit from this low risk, low cost route towards achieving compliance to ADQ regulations and deliver further economies of scale across Europe.”

Torunn Carlsson, Head of Technical and Aeronautical Information Management at Avinor, added: “In addition to achieving ADQ compliance, this procurement will play an important role in Avinor’s way forward to fulfilling the AIS to AIM roadmap”

“By working together with NATS in this procurement with Avitech and by welcoming other ANSPs to use the same solution, our intention is to ensure stable and robust AIM-services for many years to come.”

New users can be remotely hosted on the system providing a very quick and effective, low cost low risk, short or long term solution for ANSPs and AIS organisations requiring little or no initial capital expenditure or intensive start up training. It effectively allows potential end users the option of a “try and buy” or a long term “try and lease” solution to the operational requirements for Aeronautical Information Management (AIM) and quality control. User operational and technical training will be offered at all levels and available from all participant parties according to end user requirements and the skill sets required.

AURORA announces the first combined initiative for a common AIM solution in Europe and an easy upgrade path from AIS to AIM with the assurance of a solution that will be refreshed con-tinually under “AURORA” guidelines and be in accordance with ICAO and EU directives providing quality data and process for Aeronautical Date, Performance Based Navigation and Procedure Design Tools.
